Summary
Ben Mitchell's head of year at Walford High School. Phil arranged a meeting with her to discuss Ben being bullied, but Shirley worried that Phil would become aggressive, so got Tanya Branning to phone Phil, posing as Ms Underwood's secretary, and cancel the meeting. She then phoned Ms Underwood and arranged for the meeting to take place at Ian and Jane Beale's house. Ian was meant to be present, but was with Phil, who was having a heart attack. Ms Underwood presumed that Shirley and Jane were a couple and that was the reason Ben was being bullied, but Shirley insisted that the problem was the school's fault as they had failed to step in.
