Rebecca has not had an easy life. Born to Sonia Jackson and Martin Fowler when Sonia was only 15, 'Chloe Fowler' was placed up for adoption, to Robbie's horror and Jim's relief. She was adopted by Sue and Neil Miller, a while after which, she was briefly kidnapped by Sonia, who was distraught and confused about having placed the child for adoption, but eventually returned the child on Dot's advice.
Sue and Neil died in 2004 in a car accident. After their deaths, Rebecca lived with her adoptive gran, Margaret Wilson. Sonia pretended to be a friend of Sue's in order to insinuate herself into Rebecca's life. In an extremely implausible storyline, Pauline, Martin and Sonia have gained Margaret's trust to the extent that Rebecca was for a while in the Fowlers' care whilst Margaret recovered from an unspecified illness, eventually returning to her grandmother.
Upon Margaret's untimely death, Rebecca was sent to live with Martin, where she has since been used as in the never-ending battle between Pauline and Sonia.
When Sonia decided to leave the square for a fresh start in Manchester, Martin eventually realised that Rebecca needed her mother, so the family left the square together, with Betty and Sonia's trumpet.
