Six year old Billie moved to Albert Square with parents Alan and Carol Jackson and half siblings Bianca, Robbie and Sonia in 1994. He was very close to his dad, and when Alan had an affair with Frankie Pierre and moved out of the family home, Billie took the separation badly. On Christmas day 1996, he ran away from home because he was upset at Alan's absence. He was eventually found by Nigel and Clare Bates and returned to his family. In 1997, Billie and his great grandmother Blossom were witnesses to an armed robbery on a building society where a man was shot and killed. Billie was the only person who got a look at the gunman, and was asked to testify in court. As the court date approached, the gang subjected the Jackson family to intimidation, and eventually kidnapped Billie outside his school. A few days later the police managed to get Billie back unharmed, and Billie, Alan, Carol, Sonia and Robbie were placed in a witness protection programme. Carol, Sonia and Robbie later returned to Walford after Carol and Alan split up, and Billie stayed with his father. At some point after Carol left Walford again in 1999, she and Billie moved to Balham, and he became best friends with Connor Stanley.
Billie appeared briefly in 2004 to attend Sonia's wedding to Martin Fowler. He turned up in Walford again in 2010 for Bianca's second wedding to Ricky Butcher, and following the death of his cousin Bradley at the wedding reception, Carol and Billie moved in with Max to help him cope with his loss. Billie began a relationship with Whitney Dean, and was seen hiding a gun under the stairs at Pat's house. He later told his former gang mates, Connor, Kylie and Mitch that he had got rid of it, but they found it and planned to rob the Queen Vic with it. Billie went behind their backs and used a water pistol during the raid, and after he chose Whitney over the gang, Kylie decided to get revenge by shooting him, but accidentally shot his uncle Jack instead. Blaming himself, Billie decided to join the army, and left Walford to train as a soldier. When he returned on leave, he ended his relationship with Whitney, revealing that he had met another woman named Siobhan. Whitney's brother Ryan punched him, and after Carol overreacted, Billie told her that he had a new life without her, and returned to the army. His family were upset when he didn't return home for his birthday, so Bianca went and fetched him from a party in Southend. He made ammends with Jack, and his family organised a birthday party for him. At the party, egged on by his cousin Lauren and Connor, Billie drank huge amounts of alcohol and died in his sleep from alcohol poisoning.
